Hi Everyone! It has come to my attention that the number of skeins required for this project are inconsistent. Here's what I know and if I need to update I will be more than happy to.
Bonnie's Sections:
Arrow Panel: 1 med. blue, 1 dark blue, 2 white
Wavy Panel: 2 med. blue, 2 dark blue, 1 white
Finishing rounds: Bonnie used a lot of remnant yarn from the other two panels, but minimally used 1 skein of each color for the final rounds.
Tiffany's Sections:
Sc Cross Stitch Panel: Not quite 2 whole skeins of the Cerulean Blue
A small amount from the one skein of the Deep Sea Blue
Textured Stitch Panel: Not quite 2 whole skeins of the Champaign White
A small amount from the same skein of Deep Sea Blue used in the Sc Cross Stitch
Panel.
Joining: Continued using the same skein of Deep Sea Blue and still didn't use all of the yarn from this skein.

I think the confusion is when we state that each panel needs 2 skeins on one color and 1 skein of another color, when in actuality, you could just continue using the remanents of one skein across multiple purposes.
My suggestion is to purchase
6 skeins of the medium Cerulean Blue
6 skeins of the Champaign White OR the Misty Grey as a substitution
5 skeins of the Deep Sea Blue.
Honestly, I'd be surprised if you needed more. If you are short just let me know as I have a few extra. I hope this helps! Thanks for asking @marykannikal
